Su autor, Nicasio Landa (1830-1891), médico militar pamplonés, participante en la fundación de la Cruz Roja Internacional y promotor de la Cruz Roja en Navarra y en España, fue quien en 1863 propuso en Ginebra que los compromisos internacionales incluyesen la inmunidad para los soldados heridos, sin cejar en su empeño por defender después, avant la lettre , que el derecho de guerra humanitario se extendiese a los conflictos civiles armados.
